I am writing as a member of the public regarding this proposal.

This notice identifies multiple emission sources associated with the proposed digestor, including biofilter, flare, aeration tanks, and tail-gas exhaust through gas-upgrading units. Anaerobic digestion and biogas facilities are commonly associated with odour, hydrogen sulphide, and fugitive methane emissions, and these concerns have been raised by Chatham-Kent residents during the municipal feedback period.

I request that the Ministry require, as conditions of approval:

(1) a quantified odour impact assessment with defined off-site limits at the nearest receptors;

(2) continuous or routine monitoring of key air contaminants, including hydrogen sulphide and methane, with public reporting;

(3) a leak detection and repair program for fugitive gas emissions;

(4) clear flare and upgrading-unit reliability standards so that uncombusted or untreated gas is not released during upset conditions.
Because the facility's design throughput and the technology being deployed are not fully clear from the public summary,

I ask that the air and noise approval be assessed against the maximum design capacity of the facility, not a lower planning figure, and that the emission source inventory reflect that maximum case.
