Perhaps the role of government should be to address market failures (e.g., species being wiped out due to human activity) rather than making it easier for businesses to do whatever they want (e.g., expediting the extinction of species in order to make greater profit).
I mean, seriously, efficiencies for businesses should not be relevant in the endangered species list.
