Do not allow new lands to be developed into agricultural or commercial or housing to better. When entire ecosystems are protected all the species, including humans, benefit. Also, if it can be proven that a piece of agricultural land is flooded year after year, the government should purchase the land from the farmer at fair market value and set it aside as a wetland.
