Ethanol enhanced fuel, even at the current 10%, is bad for some types of engines. Engines for things like generators, chainsaws, lawnmowers, weed eaters, ATVs, snowmobiles, off-road motorcycles and outboard motors burn out if they use fuels containing ethanol for extended periods of time. Owners of these products who know this use higher grades of fuel (90 0ctane or higher) that do not have any ethanol. Owners who do not know this end up learning the hard way by having an engine burn out and seize up. From a public policy and political perspective, the government should be very careful not to push to have higher octane fuels blended with ethanol (no ethanol should be allowed in these at all) and they should properly inform consumers about the impact of using ethanol blended gasoline in small engines. If you add up the number of people who own some or all of those types of vehicles and tools the number will be in the millions in Ontario. Be careful not to tick them off by ruining their small engines.
