There is a lot less energy in a litre of ethanol then in a litre of gasoline. So by increasing the ethanol content in gasoline it stands to reason that you will need more fuel to go the same distance. Burning more fuel will most certainly increase amounts of air pollution.
So will the need for more fuel(15 % ethanol) be less polluting than staying at 10% ethanol where you will burn less fuel?
