1. Should Ontario harmonize with the federal reporting requirements under the Greenhouse Gas Reporting Program (GHGRP) (e.g., mandatory methods, Global Warming)?

Yes. Ontario should be as similar to the GHGRP as possible to avoid reduce administrative burden and confusion between the two reporting schemes.

2. Should Ontario continue to require reporting of fuel distribution/supply reporting?

Redundancies or instances of double counting should be removed where possible. If the emissions are not a significant contributing factor in comparison to fuel production or combustion, it should be eliminated. Elimination of minor contributions allows focus on the higher priority and high intensity emissions. Consideration should also be provided to methods of mitigation. Emissions that are relatively simple to mitigation such as stack point sources, combustion etc.. should be prioritized to be reduced.

3. Should third party verification of emissions requirement be maintained for the voluntary participants as defined in O. Reg. 390/18?

Voluntary participants should be subject to the same requirements as the mandatory participants.
