Your 3 proposals for zone 11 would be equivalent to going to a restaurant and the only 3 items on the menu are, a dog poop sandwich, a cat poop sandwich and a bear poop sandwich. All 3 are non paletable and undesirable.
Leave the regs alone, if you have a problem with a certain lake put restictions on it not the whole zone.
Leave the September fishing season alone.
A slot size makes no sense. Ultimately you’re trying to implement a one trout catch limit without saying it
