Thank you for the opportunity to comment on these proposed changes. I have a few thoughts to share:

1) There is no mention of retaining a watershed management approach. Abandoning this approach means that we will lose sight of the big picture. I'm concerned that Ontario will end up with a series of unrelated programs, or services. Effective management of the impacts of climate change, such as increased flooding as we've seen, takes a watershed approach to consider all contributing factors. And to plan accordingly. Conservation authorities have been effectively using this approach.

2) It's good to see that the programs and services of source protection authorities (under the Clean Water Act) are included under a mandatory program area. However, again the success of this program depends on a watershed approach. This approach has been working to protect our drinking water – and has helped avoid tragedies like Walkerton. In the end, this approach promises to be more cost effective as well.

3) I'd like to see continued funding for conservation authorities to deliver on the important work they do. I'm confused by the 50% cut in funding re: flooding for Conservation Authorities, when flooding could be categorized as an essential service under “Natural Hazards”. You've asked them to focus on their key mandates, but then cut this key mandate by 50%. Flooding is increasing, and has widespread impacts even beyond the tragic personal costs.

4) There appears to be increased red tape re: funding between conservation authorities, and municipalities. This seems to be introducing something that you are looking to avoid. I think additional consultation with conservation authorities, municipalities and other stakeholders could help to smooth out this process.
