I feel that the proposed changes to the Conservation Authority Act ignores the important value of monitoring that Ontario's Conservation Authorities do. The model of Conservation Authorities being watershed based and providing a local hands on government level service has been praised throughout Europe and the USA.
The current proposal doesn't recognize that it is only through terrestrial and aquatic monitoring that local development reviews can be implemented well. It is also through this means that wetlands can be protected to help prevent flooding in the watershed. It is only by looking at the entire health of the watershed ecology (terrestrial and aquatic) in a holistic approach that true well thought out sustainable develop can be achieved.
