You need to define what "Net increase" means when discussing settlement area expansions outside of a comprehensive review. Adding land to your settlement area, regardless of size, always results in a net increase.
"1.1.3.9 Notwithstanding policy 1.1.3.8, municipalities may permit adjustments of
settlement area boundaries outside a comprehensive review provided:
a) there would be no net increase in land within the settlement areas;"
