The policy doesn't deal effectively with the contribution that manufacturers and importers have in the waste that ends up in municipal landfills. A great deal of waste is not funded in the Blue Box program. Extended Producer Responsibility would cover this shortfall. - While it does mention specifically waste management plans for municipalities there is nothing for private haulers or private waste disposal sites. Why? (2.0) - Where are the regulations that govern waste disposal by small (<10,000 square meters) IC&I facilities? Many of these facilities deal with private haulers, not the municipal disposal services. - We need consistency across the province, in all municipalities and in all sites generating waste. It is important to get everyone on the same page as far as waste reduction and diversion is concerned. There can’t be different rules at home than there are at work. It is too confusing to the public. - I am glad that the cons to exporting waste are pointed out. We have to deal with our own waste. This would include the processing of recyclable materials in jurisdictions that have less stringent environmental regulations. - An emphasis on waste reduction is something that has not been well emphasized in municipal waste management programs. The focus has been mainly on the third R recycling.(3.6)
