The proposal claims there is duplication and overlap in the regulatory regimes yet no examples are provided. Since the relevant Acts of the two ministries have different purposes the overlap would be minimal. The proposal says that mercury impacts would be covered off in a one window scheme but what about the other impacts controlled under a water permit? Monitoring and reporting on these other impacts should be included too in the new scheme.
