To expand and broaden the notion of 'strengthen protection of water resources' to strengthen the protection of watersheds and sources.

Also note not stipulated under Appendix 2: Required guidance for evaluating adverse impacts does not give mention to the larger watershed

[I am not currently aware of the definitions used by the ministry in relation to water resources and in so used a general definition gained on the internet to guide the call for a broader and wider field of protection and responsibility to the whole and interdependency of the larger living system]
