Please do not make it easier to use live fish as bait.
Not allowing release into water means that any non used live fish end up dying when dumped on the ground. Please allow release back into the same waterway in which they came from, or return live to the supplier. This would still prevent disease spread, and invasive species.
One big problem with live bait is that birds and other animals are more likely to swallow or get caught in a hook with a live fish or leech attached.
I do not think that capturing fish as bait should be allowed at all. First, it is cruel to puncture a hook through a live fish as bait. Bait capturedestroys a lot of small species. People are allowed to keep up to 150 live fish. Fish swallowing bait also swallow hooks. Please ban the use of animals as bait, and restrict bait to non animal and non food items.
