I am concerned that the proposed amendments regarding fines for infractions on a one shot ie per incident basis will amount to enabling polluters and contaminators to simply pay (and Cheaply) to continue to pollute and contaminate. Currently polluters/contaminators pay per diem fines with the obvious incentive to cease and desist their polluting behaviour . Ontarians should not have to tolerate contamination with sewerage dumping, toxic pesticide use violations and the fowling of the air we breath.

Further, this proposed legislation is presented without consultation with any environmental agencies or groups and without the opportunity for such interested and informed stakeholders and representatives of the people of Ontario to be consulted and for the government to receive their input.

Further, notwithstanding the lack of consultation, the deadline for responses has been the bare minimum of 30 days. I respectfully request the above concerns are addressed in the proposed legislation .
