The Township of Mulmur is c have not been made clear in the consultation process, including CLTIP implications as well as the implied additional permit process for land owners.

The Township is concerned that the public may not understand the full impact of implementing the current Greenbelt framework and policies on the majority of its land base.  Further, the Township is concerned that the majority of the study area proposed to be included within Mulmur is described as moraines, specifically as Escarpment Area Moraines.  Implementation of policies similar to the Oak Ridges Moraine or a development permit system as per the Niagara Escarpment Plan would strangle Mulmur, restricting growth even on approved lots and within approved and/or designated areas.

It is noted that the Greenbelt “governs lands which include the NEP Area, the Oak Ridges Moraine Area…..” The Township is concerned that the proposed Greenbelt Expansion Study Area aims to acquire the similar lands as proposed in 2017 through the NEC proposed expansion, the Township was reassured at the conclusion of that review by a letter dated November 17, 2017, which included the following recommendation and assurance:

“that the Commission not endorse any NEP Area additions at this time, and that any additions to the NEP Area be considered after more extensive consultation is carried out through a provincially-led process to grow the Greenbelt, as described in recommendation 71 of the Co-ordinated Review Advisory Panel’s final report.”

And further that:

“As part of the provincially-led process to grow the Greenbelt, engage municipalities, stakeholders and Indigenous communities as partners in a collaborative process to further refine potential additions to the NEP area, and to  expansion for Mulmur Township are foreboding intangible.
