I am unable to access your posted newer version of "Word" or up-grade to that version ........... as I'm sure a lot of people can't.

I commend you on your listening to the public comments & adjusting your proposal.

The concern I have, from a tourist camp business owner's view, is our guests would be defined as non-residents of this fishing zone and as such will be required to carry proof of purchase of bait.

As a holder of a "tourist harvester" licence our guests are our only bait sales customers. We as a lodging business, run a tab for our guests where their charges are payable at the end of their stay .............. which can be days or weeks. Therefore, they will not have a daily proof of purchase to carry on their person for the bait they have in their possession. Also, many guests only "top-up" their minnow buckets for the days fishing.

If a reservation for lodging is deemed as a persons place of residents and hence the fisherman a resident of this fishing zone, then there is no problem. But, if a guest is not deemed as a resident for the purpose of buying bait AND we must issue a bait sale receipt daily, then we have a business problem.
