I believe the introduction of an Administrative Authority will add significant red tape, liability and unnecessary duplication to a building approval process that is already not working efficiently or effectively.

Isn't there continuing education programs already in place? Architects and Engineers already have CON ED programs in place relative to the Building Code Act and updates.
