Setbacks need to be preserved as they are or extended. Land that is designated as aggregate or limestone resources that is unlikely to be developed should be taken out of reserves if a municipality desires it and the landowner agrees - Interim uses for pits and quarries as landfills for waste or excess contaminated soils need to be denied by the province and or the municipality.
Below water table extraction needs to be at the discretion of the municipality and a study of the available aggregate resources needs to be done before anymore new licences are issued. Not rehabilitating a pit or quarry within a time frame of 5 - 10 years needs to have punitive financial and licence restraints placed upon the licence holder and their parent company if there be one.
Municipalities need to have twice as much per ton resource tax as currently in place
