I would like to enthusiastically support this proposal. Juvenile birds of prey have a high mortality rate (up to 70%), and capture by falconers virtually assures first-year survival of young hawks and falcons. Research shows that most wild-caught trained raptors are released or lost within 4 years of capture, and thus enter (re-enter) the wild population at breeding age, having been well cared for and experienced as hunters.
Falconers have contributed greatly to raptor population recoveries, care deeply about the birds and their habitats and can be trusted to treat their charges like the invaluable renewable resources and unique individuals they are.
