I went thought the Ontario Low-Carbon Hydrogen Strategy discussion paper, here are my comments:

Page 5:

Green hydrogen: it is very important for decision makers to understand that producing hydrogen from electricity is an incredibly inefficient process. You are trading a high grade energy (electricity) with a hydrogen which if used in transportation or building heating will produce further inefficiencies. From an energy efficiency standpoint, It is better to use electricity directly to transport or heat because hydrogen acts as a useless middle man. It is physics and laws of thermodynamics that dictate this.

If green hydrogen is purely produced from surplus renewable energy then you have to closely compare and prove with no doubt that it is more efficient and cheaper than battery storage or pumped storage as a total life cycle cost. Reason being that using electricity network exists in Ontario but a hydrogen distribution network doesn't. is it even feasible to build one to use the surplus renewable energy electricity.

Blue Hydrogen: this has promising application, however you have to be careful to monitor and verify the carbon capture process, in addition cost analysis is needed to make sure that the total cost of producing hydrogen and capturing carbon is cheaper than using natural gas directly and adding carbon tax, I doubt it will be.

Page 7:

Industry : you should talk to developers of small modular reactors (SMR), the temperatures needed for steel and cement are achievable with the technologies they are using with SMRs and losing little efficiencies to elevate temperatures to steel and cement processes energy.

Transport: You need to do a life time cost analysis between using electricity directly for busses and trains and using hydrogen.

Electricity: cost comparison with pumped hydro and battery energy storage.

Page 8:

Buildings and communities: its important to understand that blending hydrogen with Natural gas lines is an incomplete solution, will not result zero carbon. Hydrogen burning for heat is incredibly inefficient compared to electrical heating (electricity is 99% efficient if used for heat), the only use for it would be backup if the grid is down and no battery storage is available.

Page 10:
Electrolyzes potential: it is not only about the cost of the electrolyzes, it is the efficiency as well, electrolyzes need a huge efficiency increase, even if electrolyzes achieve 100% efficiency (impossible) hydrogen is still in disadvantage when compared with electricity for transport and heat. This is based on science.

Bruce county: this is maybe a good application, when a big nuclear station cannot shut down at low demand periods still needs to be compared with battery storage and pumped storage.

Page 12:
"Using hydrogen where and when it makes sense": this is the key point, I think this should be the Title of the hydrogen strategy

Canada's Competitive advantage: using hydrogen where and when it makes sense can give Canada a competitive advantage over others. Overuse of hydrogen will give Canada a disadvantage.
