MNRF has been mandated the responsibility of monitoring activities at the Miller Boyington Pit #3 and ensuring that those activities conform with the terms of the license agreement. Records would indicate that while some monitoring has been undertaken over the years, enforcement of the terms of the license has been a dismal failure. Because MNRF has been negligent in its duties in this regard, both the local natural and human environment have been negatively impacted. It is time for MNRF to start enforcing its mandated obligations regarding ensuring the operation of the Miller Boyington Pit #3 conforms with the terms of the license agreement. As a start to enforcing its mandated responsibility MNRF must reject the current application because it does not conform either the terms of the license or the terms of the Oak Ridges Moraine Conservation Act and Plan.
