I completely disagree with the proposed changes with allowing qualified but not certified operators to temporarily stand in under lock out/ strike out conditions.
It completely discredits the program and training each operator already ensures to become a fully certified operator. The practical hands on experience is critical in being able to understand how a system functions during various scenarios. Having academic knowledge is not enough to be able to properly operate large scale and small scale systems effectively.
A mechanical engineer isn’t able to challenge a mechanics red seal exam without having the required hands on experience. Why are we trying to settle for anything less in a similar apprenticeship trade type certification program.
It also would mean that management ans other people whom believe they are qualified could in turn operate and create a hazardous scenario where people and the environment are put at risk.
