A five-step climate change action plan for Ontario:

1. As an alternative to a carbon tax, require Ontario's hydrocarbon producers and distributors to directly invest a fixed amount per unit of hydrocarbons produced/distributed into "green" energy systems, such as geothermal, wind, solar, hydroelectricity, nuclear, and hydrogen fuels.

2. Aid the Northern migration of Ontario's native tree species through tree-planting programs. Currently climate change is shifting the climate zones Northward ten times faster than trees can migrate naturally on their own.

3. Import tree species from Southern USA that will be more suitable for Southern Ontario's future climate.

4. Offer tax incentives to companies that invest in the protection of Ontario's biodiversity and wildlife species, and provide relevant companies -- such as pharmaceutical companies -- with support for utilizing Ontario's biodiversity and wildlife species as a resource for their research and development.

5. Invest in infrastructure upgrades designed to reduce electricity waste and inefficient electricity distribution.
