Removing the cap and trade incentive to reduce climate change could prove detrimental to the effort, for most businesses will no longer see a reason to partake in such actions. Unless the new bill creates a baseline level that companies must follow, it would be unwise to repeal the bill for the environments sake. The baseline must also be fair and in accordance with the overall state of pollution and not an easily achievable figure that does not impact the environment in a significantly positive way.
