I am a longtime resident hunter and appreciate the need for reporting harvest. I do not however support the implementation of this administrative penalty for failing to report. The information states there is already 84 % compliance. That is a tremendous response already. I do not trust the systems in place to manage reporting through electronic means and would not be surprised to see administrative penalties issued in error.
Deal with those who fail to report individually. I believe this suggested process is more about generating revenue, not managing resources.
