I believe a far more effective route to increasing mandatory hunter reporting is to ensure that your email reminders work. I am signed up for all reminders on the MNR/MNFR website and have not received a single email reminding me to report. Make it simple to report. As a hunter, I want to work WITH the MNR to ensure the longevity of hunting, and as a result, I understand and have no issue with post-hunt reporting. However, a move to a financial penalty would feel like a move against hunters, against working together.
