While you are at making changes, why not unify all WMUs into allowing both muzzleloaders and shotguns during the controlled hunt seasons? Some WMUs, such as 92D are muzzleloading only during the controlled hunts, yet one can step "across the road" (near a boundary) and use a shotgun. This makes no sense. It would be much simpler to allow both in all WMUs. Is safety a concern? Muzzleloaders and shotguns, with rifled barrels using saboted slugs, have similar ranges. (In fact, smokeless powder muzzleloaders have ballistic ranges approaching certain rifle calibers). If lack of lethality is a concern for shotguns using buckshot, then mandate slugs only for shotguns. Bows could also be allowed during the gun hunts as long as bowhunters were required to wear hunter orange as well during this period.
