I am troubled by the lack of specificity around what level of targets will be set and with what frequency reports will be given on progress against the climate plan. The legislation should set a minimum level for the GHG target (for example 30% below 2005 levels by 2030 as is the Canadian federal target, or 37% below 1999 levels by 2030 as was the former provincial target). The frequency of reports should be at least annually, coinciding with the timelines of the Environmental Commissioner of Ontario (ECO), so that the ECO can provide an audit function to gauge government performance.
