The Boreal Caribou recovery program should focus on agressively reducing fragmentation of it's environment. Though there are many human activities that have caused the steep decline of this species, fragmentation of habitat caused by roads, deforestation and industrial activities have caused the most serious harm to the Caribou population.
Also, we must stop blaming wolves for the decline of Caribou. Wolves have been erroneously blamed for the Caribou decline. They have been the scapegoat for far too long and we should not be killing wolves as way of increasing Caribou populations. This an old way of doing things and not supported by science. Wolves and Caribou coexisted until our industrial activities and roads upset that balance.
We must look at ourselves and make positive changes for the Caribou environment by providing large continuous land ranges for their use and survival.
