I support this proposal. In future refinement, it is paramount to have a 3 pillar approach (Social, Economic, and Environmental) in order for success down the road. Recognizing's Ontario's framework and actions is a great step forward, a greater focus on Other Effective Conservation Measures instead of protected area's needs to occur to ensure the sustainability of woodland Caribou where they intersect greater levels of human development and fire suppression. If protected area's are created below the tundra line with caribou conservation as the goal those protected area's will either fully burn like Woodland Caribou Provincial Park, or they will naturally succeed to balsam fir or hardwood on upland sites over time, both these scenarios are bad for caribou habitat at varying time scales . A recognition of the Dynamic Caribou Habitat schedule is paramount for effective balancing of the 3 pillars mentioned above. This proposal has no requirement to report on socio-economic impacts, this should be added as a required component. I enthusiastically support the proposed Federal Funding to Ontario. Accurate and updated population count and other surveys are badly needed to get a better grasp on the current state of the Caribou population as well as trends in Ontario. Currently there is only one survey data point from a single year of surveys, this in unacceptable and provides no ability to infer. Overall I think this proposal is a big step forward.
