The goal and purpose of this legislation is to enhance the survival of our caribou in the "wild" areas of Ontario. If the following commitments on behalf of our governments are not provided in this legislation our caribou will continue to decline. We cannot not let that happen and neither can our provincial and federal governments.
1. Forest management planning has to include the disturbance threshold.
2. There has to be a commitment to meaningful protected area targets.
3. The Caribou Conservation Plan must include the insurance policy.
4. The disturbance threshold should be applied to guide road planning and there should be commitment to meaningful restoration targets.
5. Ensure opportunities for Indigenous Protected and Conserved Areas are explicitly supported and commit the establishment of an agreed upon provincial, federal and First Nations process to advance IPCAs toward permanent protection with Indigenous led governance.
6. Create an arm's-length scientific committee to review the scientific plan, any revisions to the range boundaries, and habitat restoration plans. These important and necessary decisions should not be left to stakeholders alone.
