While I agree with having a Section 11 agreement between Ontario & the Federal Government for management of Caribou in Ontario I beleive there is errors in the current wording of the EBR posting. First I do not think the current proposal includes enough discussion around climate change & it's impact on Caribou. Every scientist in the world beleives the earth is warming and habitat for animals that utilize & survive in harsher climates will be moving North to more condusive environments. The current proposal does not take this into account. Proposing for a 65 / 35% hard number to meet makes no sense. The current southern boundary for Caribou will move " naturallY" north due to climate change and as such trying to or proposing to moving it south makes no sense from and environmental point of view or a social economical point of view. Also as the weather warms there will be more Moose & deer populations that will also continue to move North as well & this should not be ignored.
The 65/35% guideline for undisturbed/disturbed is a ludicrous fixed number & does not reflect reality . Caribou do not respect the Ontario/Quebec border or SFL managment unit lines & as asuch these hard numbers make no sense. We need to review the current southern boundaries for Caribou & move them Norther where the Caribou will be anyway. Science needs to play a bigger role & collaring of caribou needs to restart/ continue in full force to ensure we understand caribou activity & movement. There are lots of examples of where Caribou management take place but there are no caribou. In addition it is a pure mistake to expect Caribou to migrate thru a continuous zone thru towns & municipalities to get from the North to to Lake Superior across highways , thru neighbourhoods , power lines etc. This is totally wrong. There should be no continuous zone for this as it will not happen. There are great numbers of moose & deer in this area which locals of all types are very pleased with.
First Nation input into the Caribou discussion is weak & environmental groups from outside the North do not represent the area & what is required in the North for the North. Local indigineous communities need to be listened too & not " consulted with" but not listened too. I have not met a 1st nation person who thinks Caribou movement from the North to the South makes any sense. Maybe 200 years ago but not know & climate change does not support this either. It is not right that people from outside Ontario say that Caribou has not been managed in Ontario where Ontario has Caribou management since the 1980's. And done a great job. We need to support Caribou but also support socia economical analysis and continue to use science to help determine proper caribou management. Any proposal to creating more parks for Caribou management is ludicrous as Parks do not manage anything. Proper management takes place in the field with real Foresters providing real solutions.
