It seems disingenuous to water down regulations that haven't yet been enacted, without input from all steakholders, not just the ones looking to reduce costs. The irregularities that were going on in soil movement in the last decade were rampant and a serious threat to the environment and individuals and communities quality of life.

Without the use of a Qualified Person the necessary scrutiny of any site will be inadequate. Parks and agricultural land can be former sites of unregulated fill and may not be clean by "low risk" definition. And any demolition can have pollutants like oil or pesticides, or worse involved.

If not all trucks moving soil require tracking then the system won't track anything. It's the tiny minority of unscrupulous operations that make it necessary.
Improvements in efficiency of the regulations will work out in future.
