I think it would be beneficial to the process to add properties that have acknowledged Record of Site Conditions added to the list of low-risk sites. These properties have already been assessed by a QP and have been approved by the MECP. The only cavate to this would be properties that have RSCs that are based on a Risk Assessment. Those properties may need further characterization to ensure that soil is being moved appropriately.
