Although I support the decision to amend the program the effective date created a puzzle.
Fully 3 months of consumers with registrations within the 1st quarter of 2019 will be hit with fees associated with a redundant program. In fairness to all, I'd like to see a Jan 1 dissolution date or some type of compensation for those affected in 2019
