Our urban cores are already struggling due to a combination of workplace restructuring (covid-driven increases in hybrid/remote work) and short-sighted development plans that relocated businesses outside of core areas. To further burden urban areas with costs of developing infrastructure for far-flung suburbs (rather than adding the infrastructure costs to the developments) is unfair and simply poor urban planning.
If you want to incentivize the provision of more and cheaper housing, the government should instead look at provisions that would encourage developers to repurpose redundant downtown workspaces.
