This policy seems to be written by and for developers. Like previous Conservative governments, this legislation will download costs to the municipalities, while limiting their ability to control and manage development. When singing the valid praises of higher densities, proponents continually reference the European model, yet they do not wish to mandate (or even allow the municipality to mandate) requirements for pubic parks that provide pubic spaces essential to the high density model.
In fact, the bill is a power grab by the provincial government, over riding local planning and zoning requirments, limiting their ability to impact the planning process, while forcing them to pay for the additional costs of said development. Yet, as pointed out in the brief, there will be no cost increase to businesses.
If develeopers are so concerned about keeping housing prices low, why don't they lower their profit margin rather than lobbying (successfully!) for the taxpayer to pick up the development cost?
