I request that before cancelling cap and trade, the Government of Ontario please consider the following priorities:
1. It is existential that an effective climate change policy be enacted that will effectively reduce carbon dioxide and other green gas emissions and limit global warming. This should be done before cancelling the existing cap and trade system.
2. The economic effects and costs of climate change including long term impacts, should be considered in the policy and these costs should be transferred to polluters and in turn comsumers as directly, accurately and immediately as possible. This is essential to ensure that the economy will function efficiently and allow markets to accurately inform business and consumer choices.
3. To avoid economic disruption and provide consistency needed for businesses and individuals to respond to climate change and related policies, policy changes should involve extensive consultation, should provide consistency with other like-minded jurisdictions including the federal government and other provinces and should be long term in nature.
4. To the extent possible, subsidies for affected consumers, businesses, or polluters should be strictly avoided, and if absolutely necessary, should be short term and transitional in nature to avoid undermining the objective of minimizing climate change.
