I believe the 21 days should be the allowable time to camp on any crown land ( on water or inland)
I also think any vessel that has a living quarters ( wether it be barge with a camper on it, pontoon, a boat with sleeping quarters, pontoon with homemade living quarters on it and so on) should be allowed to camp for those 21 days pulled up to shore on crown land and there should continue to be no set amount of time one of those vessels can be moored safely in public waters….. enjoying our waterways, wilderness and places of the like should not just be reserved for the well off or rich… they are for anyone’s use… it is after all public land.
