I am disappointed that the Government of Ontario has introduced Bill 4 to cancel the Climate Change Mitigation and Low-carbon Economy Act without an alternative, stronger plan and legislation ready to replace the Cap and Trade Program. I support Ontario putting a price on greenhouse gases as one tool (and an efficient and effective one at that) to reduce pollution and to combat Climate Change. In addition, money collected through a Cap and Trade or comparative program (such as a direct 'greenhouse gas tax', can be used to support other Climate Change/Environmental initiatives or reduce taxes.

While the Cap and Trade Cancellation Act, 2018 states that the Government shall establish targets for the reduction of greenhouse gas emissions in Ontario, it does not set a deadline to do so nor does it provide any direction on how these targets should be established (such as requiring the targets to be in line with Canada's obligations under the Paris Climate Agreement). Without a deadline and guidance there is no requirement for the Government to take appropriate and timely actions in this regard.
