I understand the need for changes and/or compliance to bait movement, species at risk, invasive species, environmental impact and wastage. Most info seems to be focused on Harvest. I am a Bait Dealer, not a Bait Harvester.

If I have read this correctly, we will need a daily detailed log of who & how many dozens of bait fish & leeches I sell. If I only sold to my guests that would still be inconvenient and time consuming, but as I sell to road traffic also, this would take a large effort of time to do, impracticable and bordering on impossible to do effortlessly or well.
