For Bill 4 to have any chance of reducing green house gases and address climate change the following should be included that will make your climate change plan work.

There needs to be statutory emission limits of greenhouse gas including carbon dioxide and methane. This bill needs to have limits to address climate change. There needs to be legally binding carbon budgets set for 12 years in advance, which apply to the entire term of a single government. There needs to be a non-partisan, expert advisory committee with permanent staff to provide reliable advice, and to recommend carbon budgets that will meet the statutory emission limits. The government needs to provide regular reports on progress towards meeting the budgets and targets, which are publicly evaluated by the advisory committee. The bill needs to require essential services providers to prepare for climate risks.

Climate change should not be a political issue. This is for the future of Ontarians and our global neighbours, including non-human species that are also affected by climate change. The polluter pay principle is the only way to get GHG emissions down and was adopted in by the global community in 1992. This polluter pay principle has worked in other jurisdictions, so we don't have to waste time thinking of a new plan.
