This appears to be another example of eliminating detail and consideration of environmental and biodiversity conservation in order to pave way for human focused development and projects within parks.
The framing of this is as suspect as reading the toronto sun or the national post.
We should be progressing with stricter environmental class assessments as time goes on - this is progress that our provincial governments should be doing to best represent and protect this land we share with nature.
When regulations become less detailed and more simplified, it allows too much wiggle room for interpretation of 'minor' and 'major' projects. Also the consolidation of power that these reviews go directly to the appointed minister also is very suspect toward an agenda, rather than empowering the expert employees and biologists that work for parks.
Please consider looking at the details and thinking beyond your human centric views with this proposed change. We need to strengthen our existing class EA process, not the opposite.
