Good Morning,

I do not see many issues with most of the new rules being put forward by the Ministry of Natural Resources and Forestry (MNRF) on changing some of the rules for bait. The only issue which I can see will become a larger issue with Legal implications is the having to retain a receipt which is being proposed in section 3.3 of where the minnows or live bait came from. There are multiple scenario’s will this will not work and it is almost impossible when being out in the bush fishing to carry a list of receipts and records. This is creating further bureaucracy and will only enhance the pocket book of the crown with increased fines and not actually help with any issues. It is assumed that when you legally buy bait that the seller can sell that bait for that area. This part needs to go as I can see it becoming a legal mess quickly. The MNRF likes to over step it’s bounds heavily especially when they can make money.

The same comes from a log with personal bait section 5.0. Once again when out in a bush nobody is going to carry around a book saying what they caught where they caught it etc. As well would a back of a cigarette pack count as documentation with information scribbled on it. Before the documentation process get approved I think that the MNRF will have to go back to the drawing board and re-think this and be very specific and not leave it to interpretation as they like to do so they can get fine money.

Thank you
