If the risk of the spread of invasive species is greatest from the bait management zones in the southern portion of the Province, perhaps requiring anglers that reside in those areas of the Province to provide proof that the baitfish they are in possession of has been purchased from a local bait shop. An angler who resides in a northern bait management zone and who is fishing in that zone should not be required to prove that the bait he possesses was purchased locally. Having anglers provide proof of their residency in a specific zone to a conservation officer upon request should be sufficient to ensure compliance. I don't agree with the overall ban of live bait on any waterway in the north when it can be proved that that bait was purchased locally.
