I disagree with the decision made to scrap the Drive Clean program. Although failure rates are relatively low, that is due in part to the program itself. With the program gone, there is little incentive to repair cars that are excess polluters and so the number of vehicles that would have failed under Drive Clean will go up.
For example, the catalytic converter on my car failed about 6 months ago and my check engine light came on. I had to have the car repaired in order to renew my plates. The check engine light on another one of our vehicles came on last week because there is a problem with the EGR valve. The car runs and drives fine.
Without Drive Clean, the only incentive to fix a car like mine is a moral one, and so I believe vehicle pollution rates will rise.
If the e-test failure rate is now around 6 percent, what would it go up to in the absence of Drive Clean? 12 percent? 24 percent? Who knows.
