light vehicles:

The auditor general's report says that vehicles from 1998 are not tested buy would likely have a high failure rate because they are polluting. I agree that modern cars do not pollute, but older cars still do: they should continue to be tested and taken off the road if found to be polluting, or the owners required to pay an additional licensing fee to offset the carbon pollution they create every kilometer it is driven.

heavy vehicles:

vehicles as young as three years of age should be tested: these vehicles drive a lot and are subject to wear and tear. it would also encourage a faster transition to electric, hybrid, or smaller vehicles right-sized to the application

opacity should be reduced to 10% visible smoke or less to skip a test cycle, not 30%. this would also encourage a faster transition to electric, hybrid, or smaller vehicles right-sized to the application

penalties should be equivalent to the cost of a replacement vehicle to deter cheating, or requiring that the vehicle be replaced with a newer cleaner greener vehicle

incentives should be offered to clean vehicles to encourage vehicles to be maintained clean, i.e. a tax rebate at the end of the year

tow trucks should be subject to stricter rules, i see way too many private scam tow trucks bombing around our roads rolling coal

strengthening enforcement:

manufacturers of emission control systems and bypass systems should be fined $10 million for each instance their device is found to be involved in tampering or bypassing. for manufacturers of control systems this liability increases their need to build defeat-proof devices, and for manufacturers of cheating devices this makes them go out of business and harming our environment.
