As a biologist working in environmental consulting, these proposed changes are alarming. This leaves me with a lot of unanswered questions. With the lack of permitting, will wildlife surveys still be required for projects? Or are you planning to take our jobs away now too? The statement that "projects will be allowed to proceed in registration" is also alarming. What is involved in that registration process? Again, are proponents going to be required to have wildlife surveys completed? If your plan is to rely on the NHIC for species presence, good luck with that. TERRIBLE, TERRIBLE IDEA.
