Ford is following Trump's manifesto of removing the acts that are slowing him down from destroying the natural world completely. Changes to the acts means Ford will sell off pieces of land to whomever he wants, to build whatever they want, with no wait time (no environmental monitoring or restrictions to slow down his process).
